After nearly four decades of dedicated service, our beloved CEO Judy Niedbala will soon be trading her office for sandy shores as she retires on May 2, 2025. For those of us who have had the privilege of working alongside "the Queen" (as many of us affectionately call her), this moment is bittersweet—filled with immense gratitude for her leadership and the knowledge that her influence will continue to shape Perspectives long after she's enjoying those beach days with her grandchildren.
A Journey of Compassion and Vision
Judy's remarkable story began at the Ladd Center, where she worked with individuals facing significant challenges during a pivotal time of transition from institutional to community-based care. Those early experiences shaped her unique perspective—one that consistently saw possibilities where others saw obstacles.
Since joining Perspectives in 1988, Judy has approached each challenge with the perfect blend of compassion and tenacity. Her innovative thinking has launched numerous successful initiatives and programs that once seemed impossible. From residential models to employment opportunities, her belief in the capabilities of those we support has opened doors that many thought would remain closed.

Judy's transformative vision extends across every aspect of our field. When facing workforce challenges, she pioneered innovative approaches to recruitment and retention, focusing on comprehensive staff development while advocating tirelessly for better compensation. She created innovative residential models, including specialized group homes and Shared Living Arrangements, developed children's services, and established work opportunities for individuals with disabilities that have enriched countless lives throughout Rhode Island.
Her work with Deaf Services stands as another testament to her visionary leadership. What began as advocacy for individuals who rely on ASL has grown into specialized supports that extend far beyond our organization. Her persistent work has created meaningful employment for Deaf professionals while dramatically improving access to services for the Deaf community throughout the state.
At her core, Judy is more than an exceptional CEO—she's a mentor who has guided countless professionals throughout her career. Her support never ends when goals are accomplished; it continues, fostering the next generation of compassionate leaders.
"For those of us who have had the good fortune to work with her, she is an inspiration," notes one team member. Her encyclopedic knowledge of Perspectives has been matched only by her ability to make each person feel valued and empowered to make a difference.
Looking Ahead
As we turn this page in our organization's story, we're grateful that Joanne Storrs has stepped into the CEO role as of January 2025, bringing her own rich history with Perspectives that began as a Direct Support Professional in 1990. With Eric Fallon serving as COO since October 2024, our leadership team is well-positioned to build upon Judy's remarkable foundation.
During this transition, Judy has generously shared her wisdom and institutional knowledge, remaining true to her lifelong commitment to ensuring that those we support receive the very best care and opportunities.
While we'll undoubtedly miss her daily presence, we find comfort knowing that her legacy lives on in every program, every innovation, and every life touched by her work. And yes—should we need to find her, we know to look first at the beach!
